Towards the end of March, as the spread of COVID-19 continued to affect more and more Americans, the White House was forced to make a decision in regards to which industries must remain operational during this national crisis. In identifying the U.S.’ “Essential Critical Infrastructure Workforce,” the Cybersecurity and Infrastructure Security Agency (an offshoot of the Department of Homeland Security) unsurprisingly included fields such as law enforcement, medical professionals, and food and agricultural workers. Also included were individuals in the “Public Works” sector, who are vital for maintaining public health and safety.
The CISA further went on to clarify those included in the country’s “essential critical infrastructure workforce” in a memo released on March 28. This memo specifically mentions HVAC workers several times, making it clear they are part of the Public Works sector. “Workers such as plumbers, electricians, exterminators, builders, contractors, HVAC Technicians, landscapers, and other service providers…” the memo states, “are necessary to maintaining the safety, sanitation, and essential operation of residences, businesses and buildings such as hospitals, senior living facilities, any temporary construction required to support COVID-19 response.”
This point has also been clarified in individual states where the population has been hit particularly hard by the pandemic. In New York and California, for instance, which both continue to be under stay-at-home orders, HVAC has been deemed an essential service.
